Cannot Upload Files for Windows Update Error Code 80092004

Hey guys so recently I just upgraded my PC from Windows 7 Pro with SP1 64bit to Windows 8.1 Pro 64bit, well I decided that there were some things that I liked in Windows 7 that's not present in Windows 8.1 and there are things present in Windows 8.1 that were not present in 7, so I decided to put Windows 7 Professional 64bit on a separate partition, so I installed it, all went well I was able to get all of my drivers and activate Windows using my smartphone and almost all updates went fine, except for this one its a Cumulative Security Update for Internet Explorer 11 for x64 based systems (KB3038314) and it keeps failing with Error Code 80092004, I have tried everything from running the System Update Readiness tool, to using the troubleshooting wizard and I continuously keep getting the same error code and when I tried uploading my files as stated it didn't upload, how long should the files take to upload, they aren't that big, if you guys could help me get my files uploaded without issue so I can get this issue resolved it would be helpful thanks again

Do you mean Download? Upload usually means transferring from your computer to a site. If it is for uploading what site is involved?

Seems to be a common problem, Micro$oft admitted glitch... but no fix yet:

Microsoft acknowledges -- but doesn't fix -- KB 3038314 installer fail with error 80092004

Very early this morning, Microsoft finally posted an acknowledgment that KB 3038314 -- released 10 days ago on Black Tuesday -- fails to install with error 80092004.
The newly modified KB article says:
Known issues with this security update

After you perform a clean installation of Windows 7 or Windows Server 2008 R2, and then you upgrade from Internet Explorer 8 to Internet Explorer 11, you may receive an error message that resembles the following:

Windows Update encountered an unknown error
    error code 80092004

After the clean installation, Windows Update continues to offer KB3038314 even though the security update may already be correctly installed.

If you receive this error message, click About Internet Explorer on the Help menu to determine whether the security update was installed. If the Update Versions line shows KB3038314, this indicates that the security update is correctly installed and that the system is not in an unprotected state.

Microsoft is researching this problem and will post more information in this article when the information
Google search results KB3038314 error 80092004
