Windows Update always fails with errors 800B0100 and 800F0900

Windows Update on Windows 7 Ultimate 64-bit keeps failing with multiple errors lately, and it's also offering me updates that I already have, such as IE11.

This is the IE version I have:

Naturally I have tried all the Windows Update Troubleshooters, Fixits and other solutions Microsoft recommends. In addition I ran the latest version of CheckSUR i.e. Windows6.1-KB947821-v34-x64.msu (wow, 538MB!) but of course it couldn't fix the errors. I also followed the instructions from How to fix errors found in the CheckSUR.log and placed the following MSU packages in %WinDir%\Temp\CheckSUR\Packages, then ran CheckSUR again but it did nothing at all.

Also chkdsk /r c:, sfc /scannow and dism /online /cleanup-image /scanhealth showed no errors.

My CBS Logs are attached. I created an RAR because it was only 1.41MB whereas a ZIP of the same files was almost 12MB! Hope that is ok and that someone can help me out. Thanks!

I rather think your quickest solution is going to be a repair install - I'm not at all confident that even if we replace all the faulty files, that the machine will be happy enough to be described as normal.

Yup, of course I read the CheckSUR log and saw that summary, but I so hoped you wouldn't say that.

I can understand if you don't want to go through the effort to provide the files (which is fine), but if I have to reinstall anyway then I'd like to attempt a repair, if nothing else then for the experience. So I'll do it myself if you can guide me a little. First, why did placing the MSUs in the Packages directory as mentioned by that article not work? Is the only solution to obtain the missing MUM and Manifest files from another Win7 x64 PC? Does that PC have to be running Ultimate as well or will any Win7 x64 version do? Do I have to replace only the corrupt files or the all zeros ones too? (Should be obvious but still better to confirm.) And if I don't have access to another similar system can I extract these files from the MSUs themselves? Finally, having never done a repair install (which I assume means just reinstalling from within Windows), what will happen to all my installed programs and customizations? What all will I have to redo/reinstall? Will I have to reinstall all updates from the beginning?

Edit: Still scratching my head as to how it got to this state in the first place. Everything was fine and I never run any cleaners or optimisation utilities, except for Windows' own Disk Cleanup that also cleans old updates. Hmm...

Placing the files directly may not give the system a chance to correct registrations - and certainly could lead to permissions problems.

As to what caused it - the most common problem is likely to be power failure during updates. Second most likely is a hardware problem, followed by malware as third.

See the tutorial here for instructions - Repair Install - yes, you'll have to reinstall all updates, but your programs and data should be OK (as always, BACK UP first! - to external media). Settings and customisations may be more problematic, but should be easily-enough addressed.
