    Run the following commands instead..

    ICACLS %TEMP%
    ICACLS %TMP%

    That looks OK - how does the update behave now?

    Do a Check for Updates, and install only that update - if it's found at all!
    If it fails, post the windowsupdate.log and the CBS.log files

    I don't understand which access right is not correct? Since permissions in TMP/TEMP directories look OK.
    Can someone help on this very annoying issue?

    Hi,
    Most of use have simply right clicked on this update and used Hide :)
    That update has been reissued about 15 times over the past year...

    It is Optional/ recommended in nature too and can be ignored
    If it's showing up in the Important updates section it's simply because you have not excluded Recommended updates from being mixed up into the Important updates section in update settings.
