Can't upgrade IE, KB2670838 returns error 800B0100

I recently discovered that this old laptop is still running IE9, insted of the much newer IE11.
Thus I set out to figure out why the update hadn't happened automatically.
But after spending most of my day trying most of the solutions Google could find me, I haven't reached my goal.
Windows Update wants me to install an update named "Internet Explorer 11 for x64 [...]", which fails with the error 9C57.
I have looked at "Prerequisite updates for Internet Explorer 11" (KB2847882), and I've checked that I have them all installed - except one.
I can't install the "Platform Update" (KB2670838). When I download it by itself I am merely told that it can't be installed, but it once tried installinig through the Windows Update-client, where it gave the error code 800B0100, which suggest that some of my files are missing/corrupt.
sfc /scannow tells me that it has found problems, but that it can't fix them by itself.
SURT takes between 1½ and 2 hours, and has equipped me with a CheckSUR.log of 2*40 errors.
How do I go about fixing these "corrupt" system-files?

(I've run both sfc and surt multiple times, and I've had to remove some of the older .cab-files from the zip because of size-limitations)
