The reboot problem has improved slightly, I only need to reboot once to prevent he application was unable to start (0xc0000018) . Press ok to close the application." errors.

That file appears to be corrupt!
I think it would be best to try and get a new SFC - I suspect that the data we need from the old one is in the corrupted area

SFC is fine - and I couldn.t find any serious errors in all the background logs I looked at.
I really am at a loss here to work out WTH is going wrong.
All I can suggest is to uninstall all the latest 25 updates one by one until the errant behaviour ceases, then let me know which update it is.
