    Hi Gr3y,
If IIS is OFF now and you have reset Internet options, no need to do them again.

    The merge failure:-
Were going to do it in SAFE mode
    Safe Mode

reset Windows module installer as before

REBOOT -- back to normal mode

    Try NF 3.5.

Right as for the repair disc,
(you can d/l it straight to a disc or USB, link below)
We might be heading for a repair install

Folks, led here by my nose :) What is the reason for trying to get net.framework running? Is it because Quicken and/or TurboTax no longer runs and comes up with the dreaded "Net Framework XXXX is not installed"? This has been noted at the Quicken Forums:
Q17 stopped working (will not start up) in win 10 beyond build 15002 | Quicken Customer Community

What happened in Windows 10 FAST RING was that Microsoft rolled out a new version of Net Framework in Win10 which is incompatible with Quicken and TurboTax. Basically, these programs look for version 4.6 and it is no longer there. Perhaps it goes back as far as a version 3.5.1 or whatever you are trying to run.
The question is, did MS do the same update in Windows 7 (which is certainly NOT on the FAST Ring Win10 preview)? Since I no longer have a Win7 machine running, I cannot check the registry. Nor can I find the 4.7.02032 value in a FIND command in the reg editor. So you will have to do it the hard way:
Open registry Editor. click on the HKEY_LOCAL_MACHINE folder. Do a search on "NET Framework Setup" (EDIT>Find box) and see if you can find it. Is there an NDP folder? Does it open up into a bunch of versions of Net.framework? Is there a v4 version? If so, see if there is a Full and Client folders. If you open one of these up, is there a line that says: Version 4.7.02XXXX? If there is, there IS A SOLUTION here:
    Quicken 2017 and TurboTax 2016 win10 ver 15007 registry changes. - Windows 10 Forums
You will need to change the value to 4.6.02XXXX as Quicken and TurboTax does not recognize the new net.framework version and spits out a totally erroneous massage about a previous version not be installed (a simple programming error on Quickens part). Try my solution above.
If you are trying to get the Net Framework running for some other reason, post the reason why.

Roy, My brain is fried and I'm frustrated today, so sorry. I don't want to waste your time and you have been most helpful.

I verified that IIS is turned off.
My attempt to reset the Windows Modules Installer in safe mode failed as it did before.
I read and reread your comments about a possible Repair Install and that it would not lose personal data but I did see it may reset some minor things to default values, I can certainly live with that. I don't look forward to redoing all of the Windows updates so hope that doesn't happen.

Also read your caveat about the OEM version having a 24 hour limit so I thought I might try to get that ready before the expiration. I located my Product Key and went to Microsoft in an effort to create the W7 SP1 ISO file and that failed because MS knew my copy of the OS was installed by the manufacturer and I needed to go there. I did but could not find where I might do that. The manufacturer was aware that I had created a recovery file but that's not what I want....right?

As for my tax returns, thanks for the heads up. I do have them on multiple external drives and they are also encrypted.

I will be unavailable all day tomorrow. Hopefully you will still be willing to continue to work with me on this project and I also hope my head will be a little clearer after stepping away from the problem for a short time.

    Thanks again Roy!

Folks, I am subscribed to this thread. Should I bow out? Does this thread have ANYTHING to do with TurboTax or Quicken? If not, please reply so I can get off of this thread and leave you guys alone, heh.

    Hi Torchwood,

I'm back and need to level set a little.

Since the only service that I could not do the merge on was the "windows module installer" and the error I received was "Not all data was successfully written to the registry.........", I recopied just that service to my desktop again.

    Rebooted into safe mode

Attempted the merge again and got the same error as before "Not all data......"

FYI I did acquire from a friend, the W7 SP1 ISO on a DVD.

    Hi Roy,

Again I apologize for any confusion I may have caused. Is the download in the 1st attachment the one you are referring to? If so, no I did not download that, I was unsuccessful in attempting to install NF 3.5 and didn't move to the next step and your note said that link would only be valid for 24 hrs.

To hopefully clarify, I only indicated that I was given the IOS disk by a friend. I have not, nor do I intend to use it unless it would simplify the process. I plan to follow your instructions to the best of my ability, as long as you are willing to help me.
