Windows10 Icon not visible - KB2952664 is installed but not installed?

    Hello,
I recently decided I would attempt to upgrade to Windows 10. However the icon was not visible.
I thus googled the problem and found this site:
Windows 10 Upgrade: How to Upgrade to Windows 10 â
Which states: "If you don’t see it, visit our Q&A page for more info." directs you to:
    Windows 10 FAQs â
Which then, under the heading "Why don’t I have the Get Windows 10 app?" the link directs you to:
    https://support.microsoft.com/en-us/kb/3081048
I downloaded the troubleshooter from here and ran it.
The troubleshooter informed me I do not have the update KB2952664, which I did.
I found the update in my update history, then deleted it and reinstalled the update.
After attempting to rerun the troubleshooter, it gave me the same error even though I have definitely successfully installed this update!

I also attempted the manual resolution with no success.

    I have also attempted:

Any idea how long it should take?
Been 'downloading' for about 5 minutes now and the progress is just sitting on 0%

EDIT: Just hit 1% - This is going to take a while.
