Well I notice the system is not activated and you have a lot of Tampered files. Some of those tampered files are (wat), not good.

I don't know how to fix this problem so we will have to wait for Noel are expert to drop by.

**He is very busy so just hang in there.*

While we are waiting check and see if you have KB971033 installed.

Just because I was curious I did a little research on your anti virus program.

Just researching the Chinese company that makes the anti virus
( Qihu 360 Software Co. Limited)

    360 Total Security
I got more bad cookies in a few minutes than I would normally get in a month. Not a good sign in my opinion.

Welcome Techy - I got your note in from the MS forums, so we'll work on it here, where it's a little easier

Surprisingly, the SFC scan is clear.
KB971033 is already installed - but not very happy

I think the problem here is one of file registrations - the trick is knowing which file?

Let's take the easy route, and go for the blanket solution...
Open an elevated Command Prompt, and run the following commands, then reboot and run another MGADiag report.

    Code:
    net stop wuauserv
    regsvr32 wuapi.dll /s
    regsvr32 wups.dll /s
    regsvr32 wuaueng.dll /s
    regsvr32 wucltui.dll /s
    regsvr32 wuweb.dll /s
    regsvr32 msxml.dll /s
    regsvr32 msxml2.dll /s
    regsvr32 msxml3.dll /s
    regsvr32 urlmon.dll /s
    regsvr32 softpub.dll /s
    regsvr32 initpki.dll /s
    regsvr32 mssip32.dll /s
    regsvr32 wintrust.dll /s
    regsvr32 dssenh.dll /s
    regsvr32 rsaenh.dll /s
    regsvr32 gpkcsp.dll /s
    regsvr32 sccbase.dll /s
    regsvr32 slbcsp.dll /s
    regsvr32 cryptdlg.dll /s
    regsvr32 jscript.dll /s
    net start wuauserv

    .
Here are some instructions to make life easier :)
    1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
    2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
    3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

Okay, ran all the commands and rebooted. Here's MGA. I noticed the Verification is 0, not error.

The good news is that the problem has gone away :)
BUT - your system is not activated yet, so you need to attempt that.

Try Internet Activation - if it works, post a new MGADiag report so we can check it
If it fails, then you'll have to use telephone Activation and probably speak to an operator....

    telephone activation (operator calls)
    Click on the Start button
    in the Search box, type
    SLUI 4
    and hit the Enter key
follow the instructions, but when asked which service you require by the telephone ansafone, do NOT reply - this should force an operator to respond, who can deal with you

I do in fact have KB971033 installed. Should I remove it?

Remove KB971033? - you can if you want - but I'd leave it there.
There are only two reasons really for removing it (unless you're paranoid)...
    1) You have a counterfeit install of Windows
    or
    2) The computer is not connected to the internet for periods of more than 90 days.

When installed, it checks the licensing status of the OS at periods of up to 90 days and may download updated definitions to do so - if it finds any problems it brings up the notifications. It's that which alerted you to this problem, which almost certainly also stopped Windows Update functioning in any meaningful way.
