Same issue here. Fresh install of Win 7 Pro x64 w/SP1 in a VM. Also tried installing Win 7 Pro x64 and manually adding SP1 ( from .iso )-- after SP1 is added, Windows update just runs and runs and never finishes. Been running for the past 4 hours.
Installs earlier this year did not have this issue. Wondering if since the Windows 10 rollout started maybe something changed on MS update servers?
When I go to Windows Updates in Windows 7 Home Premium 64 bit edition and click the "Check For Updates" button, I run into the same problem you're having. Windows update will act as if it's looking for updates, but it never shows the list of available updates, etc. It just stays stuck on "searching for updates." I bring up the status of my network connection and there is NO activity; nothing is being downloaded. The hard drive light doesn't even come on like it should when scanning for installed/needed updates.
Here is what works for my machine. Maybe this will help you:
Open Windows Updates
Click Change Settings
Make sure you have the updates set to automatically download and install.
Set the frequency to daily and set the time to the next nearest hour.
Close out of the Windows Updates and let the computer set. (Be sure you have the power settings adjusted to never let the display shut off and to never let the computer go to sleep.

I'm wondering if all the activity from people upgrading to Windows 10 via the Windows 7 update is overtaxing the servers and they just can't respond to incoming update requests like they could prior to the Windows 10 roll-out.
Same problem here. Fresh install Win 7 Home Premium, activated, genuine..
After SP1 update, sticks on "checking for updates". Just stays there forever, nothing happens.
Tried rebooting multiple times, tried the fixit troubleshooter as well. NO luck.
I gather windows 10 is fouling windows 7 updates for windows update?
Last thing installed in the history was the "windows update agent" Go figure.

OMG it actually WORKED!
Took about an hour to complete, and that's with an SSD drive...
So be patient.. It ultimately asked me to install KB947821
which also took a while.
But once completed, windows update showed 157 updates available!
So far working, will report back if there are any further issues.

https://support.microsoft.com/en-us/kb/3102810 should speed things up. After installing this it took only a few minutes to scan for updates on a fresh Win7 SP1 install.
I have an Acer S7-392 ultrabook, and I have been trying to install Win7. I finally got it to install (many challenges on a native Win8 pc upgraded to Win10), then I got the endless "updating Windows" problem. The last thing I did was set the update clock as described above, then I rebooted. Before the shutdown, Windows said it had 207 updates to install, and I let it run. It is working its way through them. I can't say for sure what caused it get unstuck. I set the update clock for 10:00, and it was 9:45 when I rebooted. Anyway, thanks to all.
