Windows Update Hangs at "Checking for Updates"

    I simply ran CheckSUR on the 23rd, before I even logged into sevenforums. I attempted to troubleshoot the problem myself for several days before I realized I needed help beyond my own knowledge. I've attached the log from today's new run.

    The new log shows that all the previous errors have been repaired.
    Does windows update work any better now?

    As before, Windows Update hangs at "Checking for Updates." I ran the Windows Update Diagnostic Tool (https://support.microsoft.com/en-us/kb/971058) and it returned the same error, 0x80070490. I have attached the newly generated logs.

    Open an Elevated Command Prompt, and run the following command

    dism /online /remove-package /packagename:Package_for_KB976933~31bf3856ad364e35~amd64~~6.1.1.17514

    WAIT until it's completed, then reboot, and try again.

    (That command is all one line! - use copy/paste to avoid errors)

    After running the command, I received the following error (I copied the contents of the command window):

    Open an Elevated Command Prompt, and run the following commands

    ICACLS C:\Windows\servicing\Packages\Package_for_KB976933~31bf3856ad364e35~amd64~~6.1.1.17514.cat
    ICACLS C:\Windows\servicing\Packages\Package_for_KB976933~31bf3856ad364e35~amd64~~6.1.1.17514.mum
