Service package 1 not installing properly error code: 800f081f

hey guys im new to this and havent been in the pc "game" in a while so im a bit rusty so please bear with me.
SO ive been trying to install ARK: survival evolved on steam and ive installed it properly but when i try to run the game i get an error code saying "MSVCR120.dll" is missing or something anyways i read on the forums the game requires the service pack 1 windows update.

so i tried and failed with error code 800f081f. windows recommended installing "hotfix" so i did and hotfix couldnt fix it so im pretty much out of hope i thought maybe you guys could help . also when i ran sfc/scan cmd told me " windows resource protection found curropt files but was unable to fix some of them details are included in the cbs.log....." and which in that folder i found that in checksur log i get this (f) CSI Payload File Missing 0x00000000 iexplore.exe amd64_microsoft-windows-i..etexplorer-optional_31bf3856ad364e35_8.0.7600.17267_none_0f7d1cf63e66de3e

Thanks hacb, I think I've tried this already but I'll do it again and report back to you when I get out of class 9pm (pacific time)

HACB, i downloaded the SURT and half way through downloading kb947821 i get this error "installer encountered an error:0x80240009"

also ive tried to run the updates with firewall and antivirus off already

I just downloaded windows 8 thanks anyways
