    At a guess, you've run a Systweak repair attempt? If so, this has reset the permissions on every file in the System32 folder, and reduced the security of the system markedly.
    However, the immediate problem here appears to be that SYSTEM has been denied access to the file.

    PLease open an Elevated Command Prompt, and run the following commands

    ICACLS C:\Windows\System32\sppcomapi.dll /remove:d "NT_AUTHORITY\SYSTEM"
    ICACLS C:\Windows\System32\sppcomapi.dll /grant "NT_AUTHORITY\SYSTEM":(RX)

    exit the window, reboot, and run another MGADiag report.

    In this installation Systweak have never used the software. Prior to the activation of Windows with Windows activation key was removed with software Chewga only.

    The sticker is on my computer and the Windows license is OEM factory. The installation was performed using the imaging windows. The original installation was performed on another computer with AMD board that also has legitimate OEM license. The intel drivers in this computer are ok.
