Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Please also post the C:\Windows\windowsudpate.log file

ALSO Please download the Farbar Service Scanner from

    Farbar Service Scanner Download

Right-click on the saved file and select 'Run as Administrator', and tick all the options, then click on the Scan button - copy and paste the report to your response.

That FSS result looks like the result of a ZeroAccess infection
Please download and install Malwarebytes Anti-malware (free version) from Malwarebytes | Free Anti-Malware Detection & Removal Software - UNtick 'Enable free trial of MBAM Premium' at the end of the installation - and update it, then run a full scan in your main account, and Quick scans in any other user accounts.

    Quarantine everything it finds

Thank you for the info on the Malware Bytes Anti malware. I do already have that installed. Just ran the scan yesterday. Running another scan on everything now. Will update when thats finished. Additionally, when I downloaded and ran the SURT the error 0x80070424 specified service does not exist as an installed device.

    Thanks,

    Peter

I suspect that there is much more corruption present than is showing in the reports - and that your best option is going to be a repair install.
See here for instructions... Repair Install

Dell disks will usually work OK - but make sure that you read the instructions carefully, and DO NOT allow it to force you into a clean install.
As always - back up your data to external media first!
