BITS won't start, errors 2147024894, 80246008, 0x8007002
Hello - help request for BITS (Background Intelligent Transfer Service) will not start.
Machine is Windows 7x64 w/SP1 Home Premium on a Sony VAIO VPCEB26FX laptop.
I've been at this for ~20 hours over weeks with no resolution.
Originally the laptop had some adware popups type stuff. Checked things over and also noticed that Microsoft Updates were not applying. Cleaned off malware/adware with Kaspersky offline Rescue CD, then used Spybot S&D, and then Malware Byte and CCleaner to look for other things.
The computer works fine otherwise, can connect to internet and all that, and I even removed the awful Incredimail (replacing it with Thunderbird) that was delivering advertising that the user would click on that allowed this to happen in the first place.
But MS Update still will not work.
Notes to keep in mind (I've tried to be thorough to try to eliminate you helpers asking me things I could've provided in this first post):
- KIS (Kaspersky Internet Security) latest version is on the machine, and has always been disabled protection while applying fixes, etc.
- rather than re-entering an entire reference book, I am giving some examples of posts I have looked at and attempted to repair from.
- after some googling about the error codes given, I have tried, multiple times, applying the suggested fixes from the following information, but without complete resolution.
- the cmd.exe prompt, .bat, and other fixes are always run as an administrator.
- also stop all 'junk' processes like VAIO update checks and other unnecessary things just to make sure they are not interefering.
- no services are set to disabled.
- running an offline thorough chkdsk finds no errors nor disk problems.
- time & date are correct on PC, no BIOS errors
- there is enough free disk space
- safe mode was tried for those things that can be run in safe mode, but not all can
- computer restarted for each repair attempt.
- the Windows Update service is running, as is COM+ EVent System, COM+ System Application, Cryptographic Services, DCOM Server Process Launcher, RPC (Remote Procedure Call), Windows Event Log, and these are set to Automatic start (as is BITS, but it isn't starting)
- using net start bits from elevated cmd.exe indicates BITS failed to start. This is also executed by some of the .bat files and MS Fixits below.
So what happens is, you run Microsoft Update from Control Panel. It checks for updates and finds some, but can't download them, giving error code 80246008
Windows Update encountered an unknown error.
So, we start with: Code 80246008 - BITS missing
http://answers.microsoft.com/en-us/w...3-2b37835f8055
sfc /scannow results in:
"Windows resource protection found corrupt files but was unable to fix some of them. Details are included in the CBS.log windir\Logs\CNS\CBS.log" which is included in the Logs.7z file.
Note that the log was renamed and then sfc /scannow run again to minimize the old data in the log.
Using baretail.exe to view that log, seems to indicate some repairs can not be completed, but then later says all repairs completed, but I'm not all sure how to correctly interpret everything listed.

Using either the task manager, or my preference the MMC and looking at services, the BITS is not running, even tho' it is set to Automatic Start and it's dependencies are started and running and it is set to restart on failure. Manually starting it results in error 2147024894:
Windows could not start the BITS on Local Computer ... - ... BITS failed to start error code 2147024894 .
And indicates to check : The Event Log -> System -> which shows error code 0x8007002 . See further down.
which leads me to: Windows 7: Windows Updates Failed BITS failed to start error code 2147024894
Windows Updates Failed BITS failed to start error code 2147024894
Reset_Reregister_Windows_Update_Components.bat
Reset_Windows_Update_Full.bat
These execute 'net start bits' from elevated cmd.exe, but indicate that BITS failed to start.

Following: Windows Update Error 80246008 in Windows 7
Windows Update Error 80246008 in Windows 7 - Fix
we first try:
MicrosoftFixit50202.msi http://go.microsoft.com/?linkid=9665683
This does not complete, and rolls back, as BITS will not start.
Since there is not a COM+ Events System problem, we try the BITSWin7.reg listed, and rebbot but no fix.
https://www.sevenforums.com/attachmen...x-bitswin7.reg
used the psexec -s -d -d regedit from PSTools PsTools
Also, MicrosoftFixit50362.msi does not fix BITS either
