Windows 7 SP1 install fails at 99%, internal error 0x8007054f
I have a Windows 7 laptop which has been sitting unused for some time I want to upgrade to Windows 10. It does not have SP1 installed, which is something I need installed to be able to do the upgrade.
Firstly, I want to make it very clear that I want to upgrade my current Windows install (along with the large amount of software installed) rather than doing a clean install. If I am unable to get the issue fixed, I will leave the computer running as it is. I am well aware that a clean install of Windows 7 followed by an upgrade to Windows 10 work (after installing all the required updates for Windows 7 first), but it's not an option in my case. This is an old laptop which I don't use any more, but decided to start using it again to see how well Windows 10 would work, when upgraded from an old Windows 7 install on which I have literally installed and uninstalled hundreds of programs (I've got over 700 installers saved in two download folders).
When I attempt to install SP1, the install always fails at 99%, and then reverts the changes. It makes no difference if I try to install it via Windows Update, or via the downloaded SP1 executable. I can only presume that the CBS.log file contains the needed information to troubleshoot the issue, but I really don't know how to go about analysing it.
To give some background. This computer did have SP1 installed in the past. I presume it's not installed now due to running a repair with Reimage some time ago. I know that Reimage used to remove service packs when it ran a repair.
The computer had a failing hard drive with some read errors, so I cloned it to a working drive, and then switched the drives.
Windows Update would not run on the computer. I did the following repairs in a failed attempt to fix it. Initially, I was getting an error when running Windows Update. At some point during the repairs, Windows Update was able to check for updates but could not install them. But, as you can see below I eventually got it working.
I ran sfc /scannow which found no problems.
I ran all the default repairs (which includes a Windows Update repair) with Windows Repair fro tweaking.com (in safe mode as recommend).
I ran the Windows Update troubleshooter from Microsoft, which found and fixed some issues, but also did not fix the problem I was having.
Ran the System Update Readiness Tool.
I did a repair with Reimage.
I did a In-Place Upgrade of Windows, which did not fix the issue either.
I ran Windows Repair again, then Windows Update troubleshooter and finally Windows Update was working.
I had an issue with a .net framework update failing to install, so I used the .net framwork cleanup tool to remove all versions of .net from my computer. Then I reinstalled .net and all the updates for it successfully via Windows Update. As of right now I have installed all the recommended and optional updates except for SP1.
I had an issue with a error message popping up when I launched Windows Update, due to a registry key for my TPM software wrongly being deleted at some point by a registry cleaner, which I thoiught may have been causing problems. I fixed this by installing the Infinion TPM software again.
I have also run ComboFix, and cleaned the registry with JV16 PowerTools, and Auslogics Registry Cleaner, in at attempt to fix the issue. I am well aware that registry cleaners are pretty much useless, rarely fix any problems, and can cause problems. But I figured it was worth a try. Those two registry cleaners don't have issues with false positives, so I knew they shouldn't cause any more problems.
I have no real time security software installed.
I can't think of anything else to try right now, and in need of help.
