    IE11 install woes

For the life of me I just cant get it on this machine. Got it up to IE9 but IE11 just will not install. No outstanding updates waiting and reinstalled those two troublesome KBs that the previous thread suggested to no avail.

It just keeps bugging out with Setup exit code: 0x00009C59 (40025) - The neutral cab failed to install.

    Ran sfc /scannow
    Code:
    C:\Windows\system32>sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
    Verification 100% complete.

Windows Resource Protection found corrupt files and successfully repaired
them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
    example C:\Windows\Logs\CBS\CBS.log

    C:\Windows\system32>sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
    Verification 100% complete.

Windows Resource Protection did not find any integrity violations.
    Ran SURT KB947821

    Code:
    =================================
    Checking System Update Readiness.
    Binary Version 6.1.7601.22471
    Package Version 26.0

    Checking Component Store

    Summary:
    Seconds executed: 401
     No errors detected
Cleared down BCS log file (was 400+MB) and then tried the IE11 installer and attached the file along wit the IE11 install log file and DISM file.

I could just rebuild the machine but dont want to admit defeat. Head tells me that there is a corruption in the Winsxs folder but how to repair it? I do have another Win7 box on my network I could copy winsxs from?

    Thanks in advance.
