Solved To Run Disk Cleanup or Not

So back last year around January to April there was some Microsoft updates that were not "really" good. Now I have not seen or heard or a fix, but the issue was that when you ran Disk Cleanup some Microsoft updates that were dependent on older updates; the older updates got uninstalled which then the systems got grumpy. I was one of them with 4 out of 7 (I stopped and never did the other 3 systems, Disk Cleanup I mean). I had to image back those 4 and since today never ran the cleanup

Then there were forum threads also identifying this so the rule was not to run the Disk Cleanup last year. But that's all I heard.

Today and this months round of Microsoft updates I see the "run Disk Cleanup" to solve the long waiting of Windows 7 machines to check for updates. But before doing that my question is where is it stated that the issue from last year has been fixed?

I am currently experiencing slow scans for updates and before I try some of the fixes here (running Disk Cleanup) I want to make sure that the previous has been fixed. What forum shows this or what newer update fix it?

I run system cleanup after an install without any issues other than windows might re-offer an update that was cleaned by it :/
Not really a big deal and can clear out a lot of room since win-7 will never get a sp2

As far as slow searching for updates
That is a common thing since win-10 testing started and especially after it's release,
