    Hi Zarkith,
    can you do the following

Check the setupapi_dev.log, for this access denied error:

Published driver package. Time = 125 ms
    sto: {Publish Driver Package: exit(0x00000000)} <Time>
    sto: {Publish Driver Package: <File Path> usbstor.inf} <Time>
    sto: Publishing driver package:
    sto: Driver Store = <File Path> (Online | 6.1.7600)
    sto: Driver Package = <File Path> usbstor.inf
    sto: Flags = 0x00000000
!!! idb: Failed to update active driver store entry, Error = 0x00000005
    !!! idb: Failed to publish 'usbstor.inf', Error = 0x00000005
!!! idb: Error 5: Access is denied.
    !!! sto: Failed to publish '<File Path> usbstor.inf'. Error = 0x00000005
!!! sto: Failed to publish driver package. Time = 31 ms, Error = 0x00000005
    sto: {Publish Driver Package: exit(0x00000005)} <Time>
!!! sto: Failed to publish all driver updates. Error = 0x00000005
    <<< Section end <Date> <Time>

    IF THE ERROR IS PRESENT

    1. Start Windows Explorer, and then locate the %SystemRoot%\Inf folder

    2. Right-click the Usbstor.inffile, and then click Properties

    3. Click the Security tab

    4. Under the Group or user names list, give full permission to SYSTEM and Administrators

    5. Click Ok

    Repeat step 1 - 5 for Usbstor.pnf file.

    6. Reboot the computer once and then try installing Sp1

setupapi.dev.log did not have the errors listed in your post, and both Usbstor files already have Full Control permissions for both SYSTEM and Administrators.

However, there IS an "!!! sto: Failed to find driver update '<filepath>' in Driver Store" error relating to a specific usbvideo.inf file in /winsxs. Both the folder and file are present and appear to have no irregularities with their permissions.

    Code:
!!! sto: Failed to find driver update 'C:\Windows\WinSxS\amd64_usbvideo.inf_31bf3856ad364e35_6.1.7600.16543_none_8a1a2513d42628c3\usbvideo.inf' in Driver Store. Error = 0x00000490
Also worth noting is a MoveFile error:
    Code:
    {_commit_copyfile}
         flq: CopyFile: 'C:\Windows\System32\DriverStore\FileRepository\wdmaudio.inf_amd64_neutral_423894ded0ba8fdf\WMALFXGFXDSP.dll'
         flq: to: 'C:\Windows\system32\SETA9A9.tmp'
         flq: MoveFile: 'C:\Windows\system32\SETA9A9.tmp'
         flq: to: 'C:\Windows\system32\WMALFXGFXDSP.dll'
    !!! flq: MoveFile: FAILED!
!!! flq: Error 5: Access is denied.
         flq: Shuffle-MoveFile: 'C:\Windows\system32\SETA9A9.tmp'
         flq: to: 'C:\Windows\system32\WMALFXGFXDSP.dll'
sto: Set 'Inbox Windows-Signed' DRP security on file 'C:\Windows\system32\WMALFXGFXDSP.dll'.
flq: Caller applied security to file 'C:\Windows\system32\WMALFXGFXDSP.dll'.
         flq:                {_commit_copyfile exit OK}
"WMALFXGFXDSP.dll" has Full Control permissions for SYSTEM and TrustedInstallers.

Those are the only two errors that appear in the log.

Well, while that didn't fix the current 0x800F0A12 error, I do feel that had we fixed it the 0x80070490 error would have then popped up in its stead. Feels good to pre-emptively solve errors.

Now all that remains in setupapi.dev.log now in terms of errors is this:
    Code:
         sto: {DRIVERSTORE_IMPORT_NOTIFY_VALIDATE} 15:45:17.924
! sto: Driver package does not contain a catalog file, but user wants to install anyway.
         sto: {DRIVERSTORE_IMPORT_NOTIFY_VALIDATE exit(0x00000000)} 15:45:22.629
Still plenty of errors in the CBS log though:
    Code:

This is before doing sfc /scannow, so I'll do that and edit this post with any new errors I find. Those are the only remaining errors! Hurrah!

First one says it isn't installed, second says it can't be uninstalled, third one uninstalled successfully.

Yes, I'm dual-booting Ubuntu off my second harddrive and using GRUB to start Windows from it.

    boot config

    Hi Zarkith,
The dual boot (grub loader) explains error blocks containing DWORD value 413, and why the Beer planet fix failed, it didnt really, but when you rebooted, the changes were overriden by the grub loader .

As far as i know on a >> single << harddrive W7 has to be the primary installation and Ubuntu installed behind it, so that W7 works correctly, but with your 2nd harddrive in play, and using it as the primary.
    I dont know.(not my area)

I suspect that your boot configuration is the root cause, nothing i can do about that.

I believe your best course of action, and because you have a RETAIL version of W7, is to clean install using a W7 SP1 iso download from MS, instructions and download link.
    Clean Install Windows 7
A repair install might work, still using the W7 SP1 iso
    Repair Install
Then you wont have to reinstall Ubuntu.

Well I can just change the boot order in my BIOS and try the Beer Planet fix again. I don't really need to use Ubuntu any time soon, so it's no trouble for me.

A clean install is not an option for me, but I will attempt a repair install when no other options remain.

    grub

    Zarkith,
Not only the Bios, ALL the grub loader settings, which might also have reverted the 100mb system reserved back to inactive.

GRUB is on my second harddrive, along with Ubuntu. I had the boot order set to check the CD/DVD drive, then USB, then my second harddrive, then my primary harddrive (which has windows), so I just swapped my harddrives in the boot order so that it goes straight to Windows and ignores GRUB.
(System Reserved is still active by the way, GRUB didn't revert that change.)

And as it turns out, after doing this all of the above registry errors in CBS.log are gone and the SP1 installer isn't failing at the start anymore!

The only errors I could find (searching for "Error", "Cannot", and "Fail") are the four missing .dll's that have been gone from the beginning, and if their absence causes yet another error in the installation, then a repair install will be my only chance. I'm very hopeful that it won't come to that, though. Will edit this post with the results of the current SP1 installation attempt.

    SERVICE PACK 1 SUCCESSFULLY INSTALLED!!

For years this issue has plagued me, and every time I've searched for a solution, not once did that Beer Planet article pop up through pages upon pages of google results.
I would never have thought to check the setupapi log, or uninstall C++ Redists, which no article or helpdesk question I found had ever even mentioned.

Thank you so much for taking the time to help me through the mountain of errors this journey took us across this past week, Torchwood. <3

Not only for SP1, but also for pointing me towards some logs that I will be sure to check first when encountering any Windows errors in the future. I really do appreciate it.
