    Hi and thanks,
Your Net framework is pretty old
I would suggest going to at least net 4.5.2
Here's an off line installer just save as to your downloads folder and run it from there after it downloads

The windows driver packages "Google" are interesting can you link us to where they both came from ?

Oh the windows drivers Google package are for my Android devices, to use in fastboot mode, if and when connected to pc to flash a ROM n fastboot mode.

You feel installing the net framework offline might fix the issue?

    Thanks.

As the update is being downloaded, check for updates for running and now displayed no updates available at this moment.....I change settings to recommended.

I normally keep settings check for updates and let me choose to download or install....

    Hi,
Once 4.5.2 is installed and showing in your programs list,
You can switch to Never check for updates temporarily and manually install this update client
    https://support.microsoft.com/en-us/kb/3138612

Let it search for an hour if needed too.

    Hi,
You could also uninstall Java 8 seeing that the update does have Oracle issues posted on it.
