cannot run surt, updater fails code 80092026

good evening, I have tried following your instructions to post information regarding the error, but surt fails to execute the hotfix.
For the past month, I kept getting disconnected from my wifi, it would stop working, and could not run the troubleshooter either.
I ran windows updater, it did update some files, but failed with 3 having to do with microsoft net framework.
I play FSX and P3D, today I tried upgrading my P3D to a new version and it failed as well, never happened before.
since I could not run surt, can you please guide me thru what steps I can take, this is driving me crazy and those games are what keeps my brain distracted from thinking about a bladder tumor.
I am enclosing the error logs as well.
    Thanks.

    Hi Annber,

Both of those reports are showing restrictions on user permissions.
I see you have Avast, can you update it and then run a
    BOOT TIME SCAN
    it could take a while.

Hi Roy, thank you for responding and taking the time. Before I follow your instructions let me update you with some information and then pls confirm how to proceed.
-I have been googling this, and it seems the Prepar3d problem is related to DirectX, or so they say.
-When I could not run the troubleshooter, googling it brought up cryptographic services.
-I read somewhere that trying a different user name to run the updater and troubleshooter helps, well, the people that build this system had created another user name besides admin, so I did switch, ran the windows updater and it worked, the troubleshooter also works under that user name.
-reverting back to admin, the main user account, still cannot run troubleshooter, but updates do show installed for windows.
-Tried running DirectX and got the attached error.
-Tried running Prepar3D again, same problem.
It seems that DirectX and Cryptographic are involved?
I am also including the failed Prepar3d install log
    awaiting your instructions, Bernardo.
Edit: Roy, I also followed this link from Microsoft, A cabinet file necessary for installation cannot be trusted. Please - Microsoft Community
but when I got to the initpki.dll, the following attached error happened.

    Hi Annber,

    need to open Hidden Folders
Control Panel >> Folder options >> view >> Change to show hidden folders>>apply/ok

    now

    navigate to Windows\System32\directx
or Windows\SysWow64\directx if you have Windows 7 x64.

websetup folder will be visible now go in there and delete all contents.
    run "dxwebsetup" again.

AS i said earlier this error identifies a permission problem.
If the above fails please run the BOOT time scan.
Cygnus's repairs will also be ineffectual if your system is infected.
