KB971033 is a special MS update,
Its part of Windows Activation Technologies, WAT for short.
It is updated on a regular basis, usually every 90 days,
Thats why it can be run at any time, its updating its database, just like virus definitions are updated by your Anti-Virus.
Your comp performs a minor genuine test everytime you boot-up, and a major check every 90 days.

Thank you for the reply. But could you please clarify, how does one run KB971033 at any time, by downloading it and installing it again at that time? Is that what one has to do to make it run? Or is there some other way you are supposed to be able to just click on something in your computer to make it run?
