I didn't before, but I have now. It found and fixed a configuration error of some sort.
Ran it, I assume it did things, although a lot of "service is not running" and "file not found" flashed by,
I feel I should elaborate that the reregister tool did not fix my problem, I think my last post kinda mistakenly implied otherwise.

As the windowsUpdate Agent still appears corrupt,
we'll try and re-install it another way
Download a new version from here

(where X is your usb drive letter)

Two weeks later and I'm still completely stumped on this. I'm getting perilously close to considering a reinstall to be a viable option.
A month later, and my search has brought me no closer to figuring this out.

Unfortunately, I can only get as far as step 3 in your instructions. I don't have KB3020369 installed, and I can't install it.
"This update is not applicable to your computer"
I'm beginning to see a major flaw in the fact that almost everything to fix Windows Update requires that WU be working properly.
