Does anyone know if these are safe to install? Safe meaning no telemetry etc?

    Hi and welcome to SevenForums,
Not on the surface we were chatting about both here
    What is KB3177723?

The first you posted is in the Optional section so it can be ignored
The second is only a daylight saves update so it should be fine to install.
