Error 0x8008005 Windows 7 won't download or install any updates

I have spent a long time diagnosing and trying to fix this and have run the two windows diagnostics programs, but no luck so far. I have also tried sfc /scannow and it didn't find any errors. I don't think my anti virus is interfering with getting any updates and am loath to switch it off and leave my pc vulnerable for hours while it says its looking for updates. I deleted the updates list and stopped and restarted the wuauserv service. Before I did this I noticed there were a number of failed updates in the list.
I also typed msconfig into the command window and stoped all non Windows services and rebooted, and left this running for a few hours.
I think the dism/online/cleanup-image/restorehealth command would probably have fixed this issue but it wont run in my version of Windows 7. I get error 87, option unknown.
I can't think if any thing else to do but a clean installation in windows 7.
I am Comp TIA A+ qualified.
    Any help gratefully received.

    EDIT:
Right, I got the update helper to work (Windows6.1-KB947821-v34-x64) which installed an update to supposedly update the Windows 7 updater. However I still can't get any updates. I will try the other windows update updater/helper (the "non-professional" one) and see if that now works.
EDIT #2: I got an update via Windows6.1-KB947821-v34-x64. See photo.

Sorry to multiple post but my initial post is getting cluttered.
Please see photos for results of Windows Update diagnostic tool.
Still getting error 0x80080005 despite the other update helper tool (Windows6.1-KB947821-v34-x64) apparently downloading an update.

    Thanks for the help ThrashZone.
On a personal note it is disgusting that Microsoft has left users in a similar situation as myself without updates since the end of July 2016.
I paid good money for this software (Windows 7), and if I may illustrate their attitude with a blunt comparison, Microsoft has left us stranded with no updates like a people-smuggler throwing people off his boat in the middle of the ocean!

    Hi,
    Well the report is incomplete
How long have you been using Norton ?

Could be malware before or after Norton ?
try using malwarebytes and scan for rootkits it will take a wjile to complete do not use the machine while it's scanning.
Go to Scan/ Custom scan/ Configure scan and check all connected drives shown,

Hi ThrashZone and thanks for your ongoing assistance.
Been using Norton for about 1 year.
Will use Malwarebytes and report back.
FYI computer was second-hand but I did a fresh install of Windows 7 and installed Norton.
This is my second computer, additionally I have a fast desktop with Windows 8.1

    EDIT:
Does Malwarebytes work alongside the Norton or do I need to disable Norton when malwarebytes is working?

    Hi,
    You can leave Norton alone
It may take a while for Norton to approve the download it may look as though the download is not happening it's just Norton scanning the download

I used it on my mom's computer it took 3 times before Norton finally popped up stating it was a safe download
