    No updates fail code "WindowsUpdate_80073712"

November, 2016 Preview of Monthly Quality Rollup for Windows 7 for x64-based Systems (KB3197869 is just the latest of failed windows updates with this code "WindowsUpdate_80073712" "WindowsUpdate_dt000" that comes up. the only updates i'm getting are from Microsoft's Security Essentials.

I've had windows IE 11 64 bit, but after trying everything I could find on fixing the problem I rolled back internet explorer, it went all the way back to IE 8. windows update is taking me back to IE 11o the updates but is leaving out the 64 bit versions now. I'd swear Microsoft is trying to drive me crazy(lol).

So now I have 2 problems.

1: why am I getting "WindowsUpdate_80073712" "WindowsUpdate_dt000" when my updates fail,
2: Why aren't I getting 64 bit internet explorer when it does update? I'm at IE 10.0.9200.17457 whitch says whe I pull up properties it's 64 bit but when I go to location it's in the 86x file.

Also I use Dashlane password manager and it never worked in 64 bit internet explorer whitch is another reason I don't think I'm getting the 64 bit version. Maybe I can try to find a stand alone IE 11 64 bit version to download instead of windows updates version, we'll see. Still the windows update is not working right since last June is when I started getting failed updates and now it's heading onto Christmas. It's probably a corrupted windows update but I thought I did everything the right way to fix that.

Ironicly I am having the same problem with my desktop running vista but no one wants to here about vista problems. I have tried nearly every anti-virus program and malware programs etc..etc.. ,even did a clean install on the vista but after June it stopped updating. Any good ideas really would be appreciated. Thank you all and sorry for the long details

the more interesting error is dt000
This tends to imply permissions errors.
please run this tool, copy/paste the output
