Updates failing for some time, cannot open Windows Features screen

Have spent several days trying to resolve the issues on this system without success. I think it has had problems for some time before I was consulted. I have noticed you have a great record of solving this type of problem and would welcome your take on this situation. Windows update most recently failed with error 80073712 on KB3127220. Logs and SFC result attached.
Thank you in advance your expertise in this area and any assistance you can provide.
