Is there any way to permanently hide this stupid popup?

I know the registry key that controls this, it is called "ForcedReboot". If you change it to 0, it won't display the popup (but you have to do this BEFORE doing a windows update). The problem is that Windows keeps resetting the registry key back to"2", which seems to be the default value, and it activates the popup reminder again. I think windows resets the registry key after every major windows update. I have changed the key multiple times, but it keeps getting changed back to "2" without any notification or asking for my consent.

Is there a way to stop the registry key from being changed automatically by Windows or Windows update? By adjusting the permissions maybe? I tried looking at the permissions list for this key, but im not sure which ones I should be setting to "Deny" exactly. Any ideas?
