Windows 7: Are these and similar WU listed as optional normal?

Are these and similar WU listed as optional normal?

I have 2 Win7 computers and this month these 2 updates were listed as optional
--- Is this normal?

May, 2017 Preview of Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2 on Windows 7 (KB4019288)

This has been going on for a few months now probably since Microsoft has gone to their new WU system.
I install those manually but I'm wondering why they are not listed as important as they appear to me they should be listed as important.

I would like to note that I volunteer at our senior center and many of the senior citizens bring in their computers with their problems. A common issue is their WU's and installing many of their optional ones has positive results.
