win 7 update service not running, surt and sfc /scannow no help

After many problems with my win7x64 installation I restored to a macrium disk image from 2014 (not a clean install of win 7). All seemed to go well. My BSOD crashes, browser crashes, and startup and shut down issues seem to be solved.

When I was using the system back in 2014 (at the time of making the disk image) I don't remember having update issues.

When I try to run windows update now I get a "windows update service not running" although it shows as running in task manager.

I dl'd and ran the surt program and it installed a KB hotfix.

Edit: The download manager here says the CBS file at 9.24mb is too big to upload, 8.0mb being the limit.

SFC /SCANNOW showed errors that could not be fixed by that program.

    Hi Roy

On my system the settings are as follows:

Background Intelligence Service - Automatic (delayed)
    Windows Update - Automatic (delayed)
    SPP Notification Service _ Manual

Background Intelligence Service is the odd man out.

    Here's the report:

    Hi Carmello,
    good and bad news.

Your copy of Office is non-genuine its going to a blocked VLK.
Please remove it, this may also clear your update problem.

    Then try and install KB971033
    REBOOT

Try normal updating, after checking that Bits is set to manual.

    I removed it.

KB971033 is already installed on my pc.

Bits is still set to Auto delayed after reboot.

Win update attempt gives same error.

(from C >> Windows >> logs >> CBS >> top text cbs and surt)

    and rerun the tool
note KB971033 can be run multiple times if you did NOT run it please do so then run the tool.

I can't zip the cbs.log (txt file). When I try it says "access denied". I could not open it with Notepad or Notepad++ to try to get a screen shot either.

I've uploaded screen shots of the only other txt files in the CBS folder. Not sure if they are what you need?

Where do I find the surt log?

When you say rerun the tool, do you mean rerun SURT?

For the KB971033, I went to the Microsoft site and d/l'd that KB and attempted to install it but I got a window saying that it was already on my pc (see screen shot). The only option I get is to click OK. I don't get an option to reinstall it. I did this yesterday and repeated it just now.

I found out how to get around the access denied to the cbs log. I've uploaded a zipped copy of that text file.

    Hi Caramelo,

the CBS log is pointing at a Hardlink problem, they are notoriously difficult to correct and in most cases require a re-install so that the update system functions correctly.
    (suspect the image was corrupt)

I have 2 fix options for you, neither guarenteed to work unfortunately!!
(you could try sfc /scannow, long shot)

    1)
    Open Regedit
    Go to HKLM\Components
    Delete or rename REG_DWORD "pendingrequired=1"

the second requires an installation disk

    1. Turn on your computer and press F1 or F2 to go into BIOS settings. On "Booting" section set your computer to boot from your cd/dvd drive. Insert the Windows 7 installation CD or DVD (either full or upgrade version) into the drive and save your new settings and exit BIOS mode. When your computer starts again it will ask you to press any key to reboot from the disk. You will be taken to the Windows 7 screen. Once on this screen, you will be given the choice to install windows or to repair it. Choose repair it. If your problem is not solved try it again and this time when you choose "Repair" you should get some of the following choices: Repair Windows, Repair Using a Mirror copy previously made, Diagnose System hardware, or Display DOS command prompt or something similar.
    2. Choose DOS command prompt.

    3. Once on the command prompt window, type c: and hit enter.

    4. Type the following commands into the DOS command prompt. Each one of these statements copy the original registry files to the current registry directory.

    copy C:\windows\system32\config\regback\system c:\windows\system32\config\system
    copy C:\windows\system32\config\regback\software c:\windows\system32\config\software
    copy C:\windows\system32\config\regback\security c:\windows\system32\config\security
    copy C:\windows\system32\config\regback\sam c:\windows\system32\config\sam
    copy C:\windows\system32\config\regback\default c:\windows\system32\config\default

    5. Press the "Y" key after each copied file. This confirms that you want to overwrite the existing registry files.
    6. Remove the Windows 7 installation disc (either full or upgrade version) from the drive and reboot the machine.
    7. Press F1 or F2 right after restarting your machine to go back to the BIOS settings and set your machine to boot from the "C" drive.
The registry is now restored with original settings.

As i said earlier if the above fail you will need to perform a clean instal

That is disappointing. But that's life. BTW what is a hardlink?

In your opinion which of the two options has the better chance of success?

What are the effects on my pc of using either option? My system is operational as far as doing everything I want it to, except be able to update it. That's a big except I know. If I use the options will my installed programs and settings still be in place or will I have to start from scratch?

Thanks for taking the time and effort to help me with this.
