Windows could not search for new updates, error code 80070002

I've had a pre-built iBUYPOWER (with a replaced GPU) for three years. The inability to get new Windows updates (which, I guess, hasn't been updated for three years...) has prevented me from downloading and installing Microsoft VC Redistributable 2015 - which in turn, has prevented me from launching/running new and next-gen games like Tekken 7. Not having VC Redist 2015 also makes it impossible to install other programs such as Photoshop. Through my search to fix this, I've narrowed down the problem to Windows Update not being able to fetch any new update at all.

I've deleted /C/Windows/SoftwareDistribution/DataStore's folders and tried again. I've run SURT. It tells me the problems have been fixed but after trying to search for updates, it still gives me the 80070002 deal. When I try to sfc /scannow, it tells me that an update is pending, to restart my computer (presumably to apply the update?), and try again. Restarting my computer does nothing, and in fact, gives me this screen -

Yet every single time I've shut down my computer, this screen shows up for 5-6 seconds, and then my computer shuts down successfully.

I've tried (to my knowledge) everything. It's an extremely frustrating issue that I didn't think had to come to this, but I'm just glad this forum exists. Thank you in advance for your assistance.

    Hey Roy,

I attempted to install KB971033 which promptly gave me this message:

Attempting to install any of the updates on Thrashzone's post says that the update is not applicable to my computer.

    Hi Arteezy,
    You could also try this
Validation - validating at www.microsoft.com/genuine/validate results in the installation of LegitCheck ActiveX controls and also installs the WAT Update if allowed.
