Windows 7: Win 7 COA - Are these universal for 32 bit and 64 bit versions

Win 7 COA - Are these universal for 32 bit and 64 bit versions

Can the 64 bit version (assuming one has a good copy of the 64 bit Win 7 Pro install disc) of Win 7 Pro be activated with a COA that originally was provided with the 32 bit version of Win 7 Pro?

My assumption is that a COA for Win 7 Home Premium will not work with any version of Win 7 Pro. Similarly, my assumption is that a COA for Win 7 Pro OEM will only activate a Win 7 Pro installation to OEM status.

Clarification, comments, advice will all be helpful.
