IE 11 Won't open new window after windows update.

Hi, I have a customer who let me know after about 6 or 8 months (sigh) that after a Windows update, his IE11 stopped opening up a new window when requested to do so.
I have tried uninstalling IE11, after trying to reset all of his settings in the advance tab. This uninstall worked as I was then using IE10 but the problem happened on this version too.
I saw a post online that suggested resetting the DLL's and tried that as well, no go.
I have matched all the IE settings with my system and they are the same but my system works the way it is supposed to.
I have tried setting the default action to open a new window and it does not work either.
Tabs open fine and I have turned off and on the pop up blocker and the AV to no avail.
The symptom to be more precise is when I tell it to open a new window it does nothing but if I tell it to open up a tab it does open it.
My Customer is running Windows 7 Pro 64 bit and IE11, has plenty of free drive space and plenty of spare memory so these don't seem to be the culprits either.
I have run the IE troubleshooter with no problems found.

Thanks in advance for any help you people can give!

Does Shift+Click (on either the link or the IE icon) also not work?

It does open new windows when I click the icon, just not any links inside IE11.

My customer uses IE to take tests for software programs that require IE to open up new windows when shortcuts are clicked, that is what prompted me to check for pop up blocker issue, but that was not the problem as I have turned it off, rebooted, tried IE again with the same results, turned it on again and rebooted again.
I know a reboot wasn't needed but it made my customer feel better when I did it.
