Windows 7 update service no running

I have the same windows 7 update service error and have tried all suggestions on the thread below, as well as others.
This is the thread from dadybeecher, Nov. 2012

I have tried to get the file below from NoelDP but it is no longer available.

"I've uploaded a file - wubitsbfe.zip - to my SkyDrive at Microsoft OneDrive - Access files anywhere. Create docs with free Office Online.
Please download it, and extract the contained .reg file.
Right-click on teh extracted file, and select Merge.
You'll get a couple of warnings, and then hopefully a success message.
Reboot, and try Windows Updates again."

the problem started about a month ago, MS issued a duff certificate.

I click the link to thread and #9 is resetting time? I am following post #6. I reset date to 12/1/2017, turned off auto time set, and I am in the process of updating. Update found 6 files. I’ll let you know when it’s finished.

Successfully installed all 6 updates, reboot and reset to correct time & date. Reboot again and windows update works fine.
