Windows 7: Cannot install windows update KB4074598

We're going to start out by replacing your corrupt CAT & MUM files.
Copy Attached SFCFix.zip to desktop

Download SFCFix.exe by Niemero, save to desktop

Drag and drop SFCFix.zip on top of SFCFix.exe, (drag and drop, left-click on SFCFix.zip, hold button down, drag on top of SFCFix.exe & release mouse button) CMD window should open, close, and SFCFix.txt file should be placed on desktop & open in Notepad. Rename it by adding a 1 or something so it doesn’t get overwritten. I believe performing the next paragraph will produce the same text file on your desktop SFCFix.txt. If you don’t have a one of the next sentence items, you can skip the rename.

Do you have a Win7 DVD, Win7 Flash Drive or Win7 ISO?
If not, don’t worry about it at this point. If so, place either Win7DVD in drive, or Win7 Flash Drive in USB port, or Win7 ISO on desktop. Double-click SFCFix.exe and follow prompts. Post log that appears on desktop as well.

Run SURT Tool again, attach CheckSUR.log and SFCFix.txt and renamed SFCFix.txt file, if you performed the above paragraph, to your next post please.

The error codes I provided in my previous post should have been corrected with the first few tools I had you run. Obviously they weren't. Check for failing hard drive.
Seatools for Windows, free program, you can download and run to check drive. Click on the checkbox in front of the drive you want to scan (drive your operating system is on), in basic test choose SMART Self-test upon completion, and run Short-test should be sufficient to determine drive status. If either or both tests fail, run long test, (long test is long) if that fails you need to back-up your drive (system image) to external drive and replace it. If part of your 12TB storage is a drive other than the one your Operating System is on, you can save the image there.

Macrium Reflect free or AOMEI Backupper free for backup. AOMEI is a little more user friendly. You can google either to watch video how to create system image.

The CBS.log shouldn’t be more than 50mb (yours almost twice that size so you have a problem there too) before Windows creates the compressed CBSpersist.cab file.

The hard drive is all of 13 months old, it was set up with Windows last year and then put in to storage for a year unused in a anti static drive container box for hard drives. The drive was actually put in to service in Jan this year when I started to run Windows 7 after having ran XP for many years and DOS before that. Yes I am a die hard when it comes to OS, I don't like upgrading because there's always issues with the next version of the OS, like this problem now. XP was never like this and as Admin it didn't stop you doing anything, unlike Win7 that will not let Admin do anything.

If the drive is faulty, backup is't a problem, I not only use windows backup but also Norton Ghost to back up on to separate images and separate hard drives. Paranoid is my second name.

I should have guessed that Seatools is for Seagate drives, all mine are Western Digital so when it scans it can't find any drives.
I'll do a search and see if there is a WD drive test, unless you know of a preferred WD alternative?

I must point out that SFCFix upon running it, it reports that it failed to check for updates, so it appears to do nothing with the Windows 7 install disk that is in the CD drive.
Please see the attached screen dump.
The internet is a 200MB board band via TP-Link router/firewall. This can't be anything to do with why the M$ updates don't work because it's only the monthly Roll Ups that don't install, all other M$ updates install OK.
If there is a port than needs forwarded to get SFCFix to work, I'll need to know what port(s) this is.

Don't need to change or reroute to different port. Most all of the time it runs flawlessly. I had an issue a while back with SFCFix.exe, same error message. I tried it again, same, rebooted, worked, why, haven't the foggiest, other than Microsoft OS.
Last suggestion/recommendation.

I'm pretty sure the above won't work at this point! Yea. I'm frustrated too.

Replacing missing packages from SURT Tool report
unzip SFCFix.zip
place packages folder in: %WinDir%\Temp\CheckSUR\
If CheckSUR folder doesn't exist, create it & paste Packages there.
Run SURT tool, it will located thoses cat/mum files and install them.

I'm as far as I can go with your issue, as I'm not at the expert level for Win Update yet!
Repair Install will work, but that is usually a last effort fix if you have too many winsxs, packages, or manifest, or component hive corruptions, etc.
You can try PM (private message) to Tom982, if he's still posting, Noel DP, however, hasn't posted in a while, health problems (eyes), or Torchwood/Roy, haven't seen a post in last week or two, may be on vacation/holiday.
You can also post to Sysnative Forums, they have expert win update annalists, sometimes their fix is Repair Install as well!

FYI, after I complete my CompTIA certification testing, A+ & Network+, mid April, I'm going to ask Go the Power to enroll in their Windows Update advanced analysis/resolution program. I checked a while back with Go the Power and he said they were close to completion of the course and to get back with him. I'm currently in college (4.0) and supplementing with online courses for CompTIA A+, Network+, & Security+.

It really irritates me when I have to admit defeat, especially when an issue seems to have been a relatively easy fix. Windows Update issues are quite often, difficult to nail down.

We are virtually anonymous and have no idea who each other is, which feels rather odd when someone is spending so much time and effort in trying to help me, it's usually me helping others with either medical problems or electronics.
Yes, a rather strange mix of professions being in electronics all my life up until the late 80's and then retrained as a Registered Nurse (male).
