I then tried running a batch file that uninstalled all my windows updates, in the hope that I could then reinstall them again and it might correct whatever the issue was, but unfortunately that also failed, again kept rebooting at startup after uninstalling a heap of them. Going into safe mode reverted the changes.

At this stage I will go ahead with a clean install.

Try this FIRST [same procedure as posted before] => wusa /uninstall /kb:KB4457144 /quiet [yes, there are three spaces there] and press Enter. Then re-boot the computer.

If that doesn't work, then please follow my instructions below to reset the WU Agent [thanks to townsbg for the link and explanation]!

Reset The WU Agent

Download the ResetWUEng zip file from here => ResetWUEng.zip.

You will be presented with the following screen => Reset Windows Update Screen.

[1] Extract the contents of the ResetWUEng zip file using something like 7-Zip here => 7-Zip.
[2] Right-click the ResetWUEng [Windows Command Script] file and select Run as administrator.
[3] On the main page select Option 2.
NOTE: If you get the error saying that it can't rename the folder softwaredistribution, then re-boot and run the script again.
[4] Once you get the message saying that the script has run successfully, try updating windows again.

Please note that it might take longer for Windows to scan for updates after you have run the tool because it has to rebuild the database. However, this is not the case for everyone!

IMPORTANT: You will lose ALL your update history [this is normal after a WU reset], but the updates previously installed are still there. You will also have to re-hide any updates that you had previously hidden.

If neither of these work then I can post the instructions and procedure for a clean install.

One other suggestion. Have you tried a Startup Repair from the Win 7 System Recovery Options? If you want to try this then please let me know and I will post the procedure.
