Failed to install KB4486563 (2019-02 monthly security update)

I failed to install KB4486563 (2019-02 monthly security update) on Win7 x64.
Could anyone advice how I can fix it?


1. System Update Readness Tools - no issue
2. SFC - no issues
3. Error: Code 80073701 Windows Update encountered an unknown error.

I lose confidence of repair installion as per my previous experience.
I will perform a clean installation of win10 instead.
