Yes, it is Saturday here in Michigan. I don't sweat anything anymore, I'm too old! LOL
Wish you would have informed me of the missing CBS.log in the location I provided, however, all is well. I only spent a minute or two on it.
Not for nothing : "Patience & Tenacity are virtues, especially when dealing with Computer (issues) users!"

You ran DISM++ in 2013? I don't believe it was available then. Something amiss here!
Nope, I was running thru Manhattan back n forth trying to make enough moolah for my daughter's tuition. The one doin' it, was a real sys admin somewhere in Queens.

With that said, what time and date do you have on your system clock?

Im back home, retired (thank god!)

Are there any cbs.persist.cabs in the cbs folder?
No. CBS folder is empty right now

Would you please run Win Update again. Hopefully it will produce a new CBS.log & populate the WindowsUpdate.log. Include the latest CBS.persist.cab with your next post please.
Accidentally cancelled update. Gotta do it all over again, sorry.

    Well,

here is what we have so far: WindowsUpdate.zip

Those other two guys disappeared as soon as the tool was done !?

This time I'll copy them at the beginning when they are actually created, OK?

I hope that would work for you...

I believe some of your error reporting services may be disabled as no cbs.log and no windowsupdate.log are generated. CheckSUR and Persist logs are clean as they will continue to be.

    Lets check your Windows services!
Click Start Orb lower-left of your display
    In the searchbox type services.msc
    scroll down to
Windows Error Reporting Service should be set to Manual
Windows Event Collector should be set to Manual
Windows Event Log should be set to Automatic

If any are greyed out you have to log out and log in as administrator to change setting double click the entry. This may not be possible in your situation.

If the settings were not correct, and you were able to set them as above, yep, please try Windows Update again and yes, post CBS.log & WindowsUpdate.log

    Nope, they were not.

Thanks for not giving up (yet).
Let's kick it up a notch, shall we. How would you feel about the idea of me granting you an access thru
TeamViewer at the time of your own choosing, preferably 10pm-6am EU time (4pm-12am your time) when
I'm hitting the hay ? That way, you could try right then & there everything you think possible without this back n forth thing.
I would prep the comp a bit, so that you feel comfortable poking around. That means I would purge my personal info and leave C drive as bland as possible for you to feel comfy. "E" drive has some books n movies on it, feel free to copy whatever you may find interesting.
For a pro like you, I'm guessing few days of a full access would be enough to see what's-what.

Just for the sake of mental gymnastics.

If we are not able to figure it out, and still in working order after the physical, I would just wait for the first opportunity to go for something new & exciting that works!
    How 'bou' dat !?

I don't have a problem with TeamViewer, I'll have to peruse the SevenForums rules to see if that is permitted. I don't have an issue with individuals personal information, in fact, I'm a little obsessive regarding security (not a bad thing). I don't ever copy anything from another individuals computer, and I don't poke around in unnecessary areas. The only issue that I have to report is accidental discovery of child pornography!

Since you stated that Win services are enabled that I questioned, I'm currently at a loss as to your root cause. Usually a Repair Install is the last straw correction method, which you cannot do.

    Have you considered purchasing Win10?

    All fair n square, Snick.

It was an offer not for me, but for the crowd that is visiting the forum. I signed up in 2013 looking for an answers around myself. For the comp enthusiasts like me, these are the holy grail places ! If it's not for people like you, a lot of lost, comp souls like mine, will be wondering around forever lost !
    So, thank you all. Sincerely.

The offer was not for me to solve my problem, though. You realize that. My laptop is working. It was solely based on presumption, that you yourself are intrigued enough, and willing to share your actual insights if we were ever to find the a cause for this behavior.

As they would say: "Knowledge is opium for the masses".

So the offer is still on the table. It is up to you and your sense of how far these forums extend in their noble cause of helping others. If there was anything that I was concerned about, I wouldn't have put it wide open in public like this.

No, I wasn't planning on buying WIN10, I guess he has enough dough many times over !
