It appears that KB3080149 is to do with the Diagnostic and Telemetry service!

it fails every time I try to install this update package, and when I try to do it manually it says " The update is not applicable to your computer.".

In that case your OS doesn't need it. I would suggest that you hide it so it doesn't appear next time you run WU!

Here's your issue from the CBS.log you posted.

Failed to extract file update.mum from cabinet \\?\C:\Windows\SoftwareDistribution\Download\0f72864ef8c84c1ed4fb0ec9cceab7e6\windows6.1-kb3080149-x64-express.cab [HRESULT = 0x80070032 - ERROR_NOT_SUPPORTED]

Failed to extract package manifest from cabinet [HRESULT = 0x80070032 - ERROR_NOT_SUPPORTED]

We'll try the easy fix first, by removing the offending entry for kb3080149 from the SoftwareDistribution Folder.

Open Administrative CMD. Click in searchbox type CMD
When it appears, right-click choose run as administrator

copy and paste bold text below into cmd window at the >
You have to use right-click CTRL+V doesn't work.

RD C:\Windows\SoftwareDistribution\Download\
0f72864ef8c84c1ed4fb0ec9cceab7e6 /S /Q

Reboot

Try to install stand-alone kb3080149
