Updates 4499164 and 4499406 - safe?

These had been prsesnted as optional (or something to that effect) for a couple months but are now Important? Also HUGE... hundreds of MB.


What's the consensus - safe to install?

'windows installs alot of updates and these updates re too big in size, and i don't know what are the functions of this updates. It only emphasize that it is IMPORTANT and i can;t understand it. I have no choice but to install the update because it is said important. so, are these really important?
