    Ugh... I've been having the same issue. I found another forum and I did download the AutoSURT64 tool. I've attached my CBS and WindowsUpdate logs. I had attempted to install the 4460628, 4474419 (March v1 and August v2), and 4512506 updates manually, but they fail. So I guess manual installation is a no go as well.

    looks like you will need to re-install Win7 as an "in-place" upgrade to repair your Win7 installation

    Special Updates Needed, Digital Signatures Have Changed


    According to Microsoft's website they had to change then digital signature method for updates and you have download a special set of updates to change the digital signature method otherwise updates after a certain date such as KB4512506 and KB4512514 will not install. I downloaded and installed the new digital signature updates that Microsoft suggested as standalone updates and then KB4512506 and ...14 worked quite well.

    If you would post the CheckSUR.log that is produced when you run SURT System Update Readiness Tool, I can make sure a Repair Install i.e. In-place Upgrade Works, Efficiently, and creates a compact backup.

    Info, description, tools what they do, logs, how to read them, updates, how to extract cat/mum and manifests from the KB.
    Yes, tools there additional knowledge, follow Win Update Posting Instructions, run my AutoSURT64 or x32 version from my tools.

    Peruse the logs together if you wish, extract the kb with kb extractor, Richard/Niemiro's creation, the new SFCFix.exe by Niemiro DISM upgrade for WIN 10, I might have had a little bit of influence on the updated version now available on Sysnative Forums.

    KB4490628 [.msu] => KB4490628 - Servicing stack update for Windows 7 SP1 - [12-Mar-2019].
    KB4474419 [.msu] => KB4474419 SHA-2 code signing support update for Windows 7 SP1 - [10-Sep-2019].
    KB4516655 [.msu] => KB4516655 [New] - Servicing stack update for Windows 7 SP1 - [10-Sep-2019].

    Now run WU's again and see if you can install KB4519976 which is the Security Monthly Rollup - 8-Oct-2019.
