Can't install .NET framework 4.5 Windows 7 Home Premium

Its been a while since being on here, and all of my update issues come down to this one issue, I think.
It fails to load, and I have tried manually and automatic from Windows update.
Regedit shows Net Framework to 3.5 with no 4 and up. I did a reinstall of Windows Home Premium where you upgrade and dont lose all of your data etc.. Did not fix it.
Microsoft is of no help, they are very generic.
0x80070643), "Fatal error during installation. "

    Any help

[1] Did you try installing it using WUSA?
[2] Just to check the latest version installed, run the batch script => File removed by me.

    I hope this helps!

From the command prompt, type . . .

    wusa.exe FULL PATH.msu /quiet /norestart

    . . . and press Enter.

FULL PATH is the full path to where you downloaded KB4503548 to.

    I hope this helps!
