DISM++ identifies the RollUp_Fixes
From my OneDrive, here's a batch script to remove them
run Uninstall Offending Updates.bat
then run AutoSURT64
cbs folder on desktop, delete the cab files, zip/compress and upload please.

Not necessarily, and most likely not.
If you run the System Update Readiness Tool SURT for your system, it will produce a log.
checkSUR.log
If all or most of that is clear, a Repair Install will correct almost everything.
I did one on my own desktop yesterday took total time about 2 hours. Reason, because I can, and it is that easy.
Here's my enhanced version from my OneDrive, it places your CBS Folder on the desktop for you.

Thank you so much , I'll check it out!

To confirm a Repair Install needs to be done from a boot disc with a Windows 7 image on it, right?

It's weird that the forum doesn't allow for the uploading of .7z files, but I've uploaded a .ZIP anyway. I checked the logs myself and noticed a lot of Avast-related errors, but I'll let you be the judge.

Yes, all avast errors
Persist log show many were fixed.
Avast has been notified quite some time ago, regarding the remnants in the registry after Avast program updates. They have a procedure to follow to remove the offending remnants. Jury is still out on how often it works as advertised.
Avast Uninstall Utility | Download aswClear for Avast Removal
I uninstall Avast with Revo Uninstaller
it starts with the default program uninstaller
then offers addition cleaning. I choose the most aggressive mode.
I then run aswClear, it will prompt you to continue in safe mode, choose yes.
I then run AutoSURT64
Usually clears all the errors, sometimes not.
Last time on my desktop didn't, so solution, repair install/in place Upgrade, little over an hour. Good as new, all updates with DISM++
Here's all you need to know on repair install. Brian's video is excellent.
I have Win7 ISO if you need it.

Zip,or Rar, no 7z, guess you have to draw the line somewhere.
Just noticed they are 4 MB now, not 8 MB as before.
Must be winding down as Win7 goes by-by.

Finally had a chance to try this and no luck. Tried removing Avast with both IOBitUninstaller (my go-to uninstaller) and Revo, but no matter what the update always fails in the same way. I'm hesitant to do a Repair Install as I've made a lot of custom changes to this machine, including a long laundry list of registry modifications and a transfer of the Users directory from C: to another drive. Am I correct in assuming that a Repair Install will reset all of these?

It's odd because checking CheckSUR.persist.log seems to indicate that after several iterations of "Checking System Update Readiness" all errors are eventually fixed and there are none remaining by the end, so it's curious why the update is still failing to install.

That is because CheckSUR.persist.log is reporting that all errors are repaired in regards to only
THE SYSTEM IS READY FOR UPDATE
I.E. UPGRADE/REPAIR INSTALL
That is what the tool is designed to do. EXACTLY THAT!
Bill

If you would you post the CBS folder from after the last SURT run
Yes, that is where you now look to find the ErRoRs.
