Thanks Paul. Snick sent me a message earlier and he said he's going to try to find the missing files.

    Been looking,
one KB is Win10 update notification, don't believe you want that
other KB is older version OS Internet Explorer
    Downloaded KBs, extracted contents
no matches, no matches in my 950k + system files.
I'd suggest trying to uninstall the offending KBs with wusa
Here's a batch script to do it for you.
    Uninstall KBs.bat

Snick, thanks so much for the response and for creating the batch file. I really appreciate the help.

    A little background -
I am attempting to upgrade my 64 bit Win7 Pro Sp1 laptop to Win10 using the MediaCreationTool1903.exe and the "upgrade this PC now" option. (Rather than the "Create installation media" option). When I ran the upgrade it failed and rolled the system back to Win7. From one of the forums I learned about SUR tool KB947821 and that's what I have been running to check the system readiness to upgrade. I originally had several missing packages but was able to find all but these three.

I ran the batch file you provided and it completed with no errors and restarted the system.
I ran SUR tool again and got the same three errors.
I checked the list of installed updates (control panel/programs and features/installed updates) and saw both updates were still installed. I un-installed from the control panel them and they seemed to uninstall cleanly.
I shut down & restarted the laptop, and ran the SUR tool again. Same three errors.
I checked the list of installed updates and they are no longer there.
I searched the registry for those KB#'s and, it appears to me, the only references are to those three missing packages. I've attached the registry searches in case they're relevant.
Finally, just to be sure, I attempted the upgrade to Windows 10 again. Failed again with the following message (same as before).

    We couldn't install windows 10
We've set your PC back to the way it was right before you started installing Windows 10.
    0x8007001F - 0x20006
The installation failed in the SAFE_OS phase with an error during REPLICATE_OC operation.

There is one pending, important update that will not install. It is KB3126587. I have hidden it. Other updates that have come in since all this started installed cleanly.

Do you have any additional suggestions? Am I going about this the right way?

    Thanks again,

    John

the KB3184143 update when installed was supposed to remove the KB3035583 update and other GWX related stuff and KB3184143 used to be issued thru Windows Update as an Optional update back in late 2016. download & install the KB3184143 update from the MS Update Catalog site if it is not currently installed.
