OEM SLP - tied to a computer Built by Dell/Hp/Toshiba etc and NOT transferable
OEM COA - the product key sticker attached to comps manufactured by the above

note part of the agreement between MS/OEM's the COA sticker key is a back-up and not the key installed at their (OEM's) factory

other types

Retail - totally transferable
OEM System builder used by specialist makers for sale to End Users

i have an win7 ultimate box with an key sticker on it
That should work. If not, there is some corruption with your current installation , as torchwood has said.

You can save a lot of time by clean installing onto another partition and activate that new clean install. If there is no bios slic then 7oeminstaller is no use. You should use your ultimate key from the box to activate.

Microsoft does not accept or activate any more OEM COA.
This Game is Over.
Win 10 Free this is Game Over too.

Microsoft forum this is bombarded daily by tens of kids which they destroyed their OEM activation in favor of WIN10 and they now wish to go back.
Non of them own Authentic OEM DVD media, and they stuck in the mud.

If you do appreciate the quality of Win 7, then buy used RETAIL boxed version from eBay.
European laws aloud that, and Microsoft has their door open for ISO downloads for you.

Regular MS win7 installation media can be used. If there is a slic table in bios,7oemistaller
