Trying to enable TLS 1.1/1.2 and encountering many issues

So, to start off, I am using Windows 7 Home Premium 64bit edition. TLS 1.1/1.2 is not native so I need to obtain it via an update. I need the following things to make this work:
    • The update itself
    • The prerequisites to install the update, which is only Windows 7 Service Pack 1
    • An adjustment to the RegEdit files, done via an EasyFix

All of this information can be found here, and the catalog for the update itself can be found here. Now that we have the basic stuff out of the way, here's where things start to go wrong. First, I ran the EasyFix linked in the Microsoft support page in the first url I linked. In hindsight, this probably did nothing but I'll get to that later. After that, I attempted to download the Service Pack. This stalled out on the "Preparing your computer" bit for the better part of an hour before I cancelled it and the idea struck me that perhaps I already had it installed? Sure enough, checking my System info page shows "Service Pack 1" right under my OS. Whoops. But now that I know I already have the prereq installed, it's just a matter of going to the catalog and downloading the update. Except it is returning me an error stating "This update is not applicable to your system."
According to MS, there are 4 possible reasons for this: The bit types don't match up (32 vs. 64), you lack a prerequisite, there is a superior version detected, or it is already installed. Option A is out, because I'm explicitly downloading the version for 64bit Win7 as is visible in the catalog I linked. Option B is also out because I can see on my System info that I have SP1 installed. Option C can't be correct, as according to the package info you receive when you select one in the catalog, the package is a standalone that neither replaces nor is replaced by any other. So that leaves us with option D, which is that I already have it. Problem is that this also doesn't quite make sense: It's a fully-optional package I've never downloaded. In addition, when I check my RegEdit under /SecurityProviders/SCHANNEL/Protocols, TLS 1.1/1.2 are not there (This is why the EasyFix likely did nothing despite saying it completed successfully). The only visible subdirectory is SSL. So now I go to check my installed programs lists both in View Installed Updates as well as Turn Windows Features On or Off - both pages are blank. One friend suggested the work of a virus, but scans are coming up with nil.
I'm not sure what is going on with that, but in any case this update is all but certainly not installed. But now I'm stuck: What is going on that I can't get this update to install? Are there other prereqs they didn't list? Is something else blocking the install? I don't know where to go from here.

    Hi

Sorry but it is included in W7.

Goto ControlPanel >> Internet options ....Advanced... scroll to bottom Check the tick boxes.

as for your blank pages features implies that you have certain packages from an update that have failed

please run kb947821, paste the results, there here
    C >> Windows >> Logs > CBS .... surt

I'll try to run the file for the blank pages in a minute, but I went and checked the advanced internet settings and sure enough the TLS options are there. However, they were already checked off, so the problems I'm having aren't stemming from that either. I still cannot locate TLS under Protocols.

Running the package you requested gave me the same "Update is not applicable" message as before. The CBS log is also denying me access to it, despite that I am the admin (and only) account for the pc. I got around this by copying the file and pasting it to my desktop. I've attached a copy of the log exclusively from today to simplify things, let me know if you need more than that.

    Hmmmm###

taking a better look at that output, its missing Trusted Installer, a Major problem, have you been hit by malware

If I have, Malwarebytes can't find it. There is no "Surt" folder under CBS. Merely that text document along with several zip files all named cbspersist(number string denoting date and time here), dated 2018. Is the missing TrustedInstaller the reason behind the inability to download these updates?

    hi

Trusted installer controls ALL MS updates, if its missing, as in your case, then NO updates will be installed.

Malwarebytes is not a file/folder checker so it would not report a problem.

    2 options
    1) a repair install- will reset/re-install missing system required files
    2) download and run this program
Download Windows Repair (All In One)

its an excellent repair tool. also gives logs which a repair install does not
in your case i would also recommend you check the permissions and windows infection repair option
use the readme option first and select the repairs you think neccessary

I just spent the last 3 hours running the latest Microsoft Safety Scanner, which also reported back no viruses or malware. I'd suspect that either some kind of failed update, or one that got cancelled partway, broke something - or if it was malware, it has since been removed but the damage lingers. I'll run the repair tool you linked and come back when it finishes. Thank you for your help so far.
