You don't say what happens when you try to install it. However, that update has been replaced by-

2022-11 Security and Quality Rollup for .NET Framework 3.5.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 7 (KB5020688)

You might try downloading and installing it.

wither 2 is correct.

KB5020688 is the most current security and quality rollup for Microsoft .NET Framework 4.8.

Download and save the file, then close all open windows, then manually install the file.

I'll continue to monkey with it but I tried your suggestions but received the same error.

Sorry for my ignorance, but I thought updates for Win 7 were over. I have the option to check for updates disabled.
