Win7 Update kb 2999226 can not be installed

    I've got Win7 Ultimate Sp1 X86 on usb.
I tried to install update kb 2999226 because they say it's required for visual C++ redistributable 2015 or higher. I followed all tips and methods on the internet. None works! It persistently refuses to be installed.

Windows Update Standalone Installer. The system can not find the file specified. Error 0X80070002.

Turning on-off services for automatic updates, using cmd, regedit, trying to rename folder software distribution, deleting, resetting time etc etc.... Nothing works. The same message.

Specified file not found. This is the exact message I receive when trying to install Visual C++ 2015 or higher. Only Visual C++ 2013 setup is successful .

The only different message I receive is when I set automatic updates to "disabled" in the service Windows Update. It just says the service is disabled. Also no troubleshooter working. An error is preventing troubleshooter from starting.

It's hilarious I'm trying for days.

I downloaded the batch file in the link about fixing update system on win7 and run it through cmd hoping it willl fix it, but the particular update still refuses to be installed and gives out error.

I've got an old PC, run win7 sp1 32bit through USB flash drive and I don't have activated win7.

Visual Studio 2013 installation is successful though. 2015 and above fail.
