Is this what you're referring to?
A folder that is created under the root of the system drive is missing entries in its security descriptor, which may cause some application failures on the English version of Windows 7 Release Candidate 32-bit Ultimate

The error code 800B0100 is because either your antivirus or firewall is blocking the update or preventing it from being installed.

Yeah..that's the one...i never do whatever to get the "access denied" error people are getting without that update...so I prob dont need it..but rather just have all the updates installed.

I'll look into the firewall/antivirus thing...I never installed anything..just the Windows 7 defender and whatever for protection.

    Hi There,

I have been regularly updating my system & I see that I ALWAYS have the KB970789 update. I tried to install it with the AV off.. The problem is that IT INSTALLS EVERY TIME!. et, there is no log, & it appears the next time I try to update... I checked MS.. came to this: A folder that is created under the root of the system drive is missing entries in its security descriptor, which may cause some application failures on the English version of Windows 7 Release Candidate 32-bit Ultimate
    It says:
If you have already installed the operating system without formatting your drive, make sure that your settings are correct. To do this, run the following command from an elevated command prompt: Cd \
    Icacls \

When you run the command, the following text should appear: \ BUILTIN\AdministratorsF)
    BUILTIN\AdministratorsOI)(CI)(IO)(F)
    NT AUTHORITY\SYSTEMF)
    NT AUTHORITY\SYSTEMOI)(CI)(IO)(F)
    BUILTIN\UsersOI)(CI)(RX)
    NT AUTHORITY\Authenticated UsersOI)(CI)(IO)(M)
    NT AUTHORITY\Authenticated UsersAD)
    Mandatory Label\High Mandatory LevelOI)(NP)(IO)(NW)

If the text that appears differs from this text, and you have not previously made any other expected changes, you must install the hotfix.
I checked.. My command results were flawless.... could anyone help me with this?

The way it works is that if there is already a better update installed the new one won't install correctly but it will keep showing up.

You just need to click on the update to highlight in blue then right click and choose "hide update", it won't show up again after you do that.
