Are you refering to Windows Updates?

    Windows/Software Distribution/Downloads

If you delete them however, the update history log is destroyed.

Or at least that was my understanding.

ur understanding is absolutely right. the history alone gets deleted. Along with any corrupted or half downloaded updates. If this folder is made empty, then show installed updates will display nothing.
You can try emptying the above said folder, whenever u encounter any error message frm windows updates that the updates cannot be installed. This is the approved suggestion from MS.

If u want to remove any of the updates(uninstall), goto control panel, programs and features, view installed updates, and uninstall the hotfix or update.
