Windows 7: Windows Update Not Downloading

A little late to the party, but my Windows Update for Windows 7 was having the same issues.

Always at 0%, the size of the downloads was only 50MB, and it just didn't download, even though I have very fast broadband. Eventually it would say my downloads had been cancelled.

Then, I tried logging in as administrator (I normally use a non-administrator account), and then it started working again. Download speed was still slow, but it was getting past the 0%, downloading the updates, and installing them normally.

Once logged in as an Administrator, there's an option to allow all users to install updates - use that
